Research Interests: Digital signal processing, radar signal processing, time–frequency signal processing, compressive sensing, semantic signal processing and communications, remote sensing of the ionosphere.

Biography

 

Orhan Arıkan is a Professor in the Department of Electrical and Electronics Engineering at Bilkent University. From 2022 to April 2026 he served as Dean of the Faculty of Engineering and Director of the Graduate School of Sciences and Engineering. He is a member of the Türkiye Science Academy (Bilim Akademisi).

He received his B.Sc. degree in Electrical and Electronics Engineering from Middle East Technical University (METU), Ankara, in 1986, graduating second in his class, and his M.S. (1988) and Ph.D. (1990) degrees in Electrical and Computer Engineering from the University of Illinois Urbana-Champaign (UIUC), where he held the Schlumberger Research Fellowship. His doctoral work under Prof. David C. Munson, Jr. concerned radar signal processing, spotlight-mode SAR imaging and time–frequency analysis.

After three years as a Research Scientist at the Schlumberger-Doll Research Center in Ridgefield, Connecticut — where he co-authored patents on target detection and formation evaluation — he joined Bilkent University in 1993. He chaired the Department of Electrical and Electronics Engineering from 2011 to 2019. He has authored over 200 refereed publications and supervised 47 graduate theses (40 completed).

  • Semantic Signal Processing & Communications — goal-oriented semantic communications, graph-based semantic signal representations, rate-of-innovation estimation, hidden semi-Markov semantic models and multi-sensor fusion.
  • Compressive Sensing & Array Processing — adaptive measurement matrix design, sparse reconstruction, off-grid SAR imaging, direction-of-arrival estimation and compressive digital receivers.
  • Radar & Time–Frequency Signal Processing — delay-Doppler radar processing, specific emitter identification, ambiguity-function analysis, short-time and fractional Fourier methods.
  • Ionosphere & Remote Sensing — computerized ionospheric tomography (IONOLAB-CIT), TEC mapping (IONOLAB-TEC/SMAP), space weather, seismo-ionospheric coupling and GNSS-based imaging.
  • Optimization & Machine Learning — randomized preconditioning for large-scale linear systems, global optimization, neural network compression, anomaly detection and biomedical signal classification.
