Dear Authors and Colleagues,

The idea of organizing a Balkan Conference was first proposed by
Dr. V. Mladenov who was the chair of the IEEE Circuits and Systems
Chapter in Bulgaria. The aim of this meeting is first of all get to
know each other and establish fruitful links and cooperation 
afterwards.

We decided to organize the first Balkan Conference in Istanbul 
just before the ICASSP-2000 and IEEE Region 8 meeting so that we 
have the widest possible participation. About 60 papers are 
presented covering various aspects of signal and image processing,
communications, and circuits and systems. We are also fortunate 
to have six distinguished speakers with expertise in very active 
research areas.

The generous supports of Turkish Scientific and Technical Research
Council (TUBITAK), IEEE and ISIK University made this conference
possible.

We thank all the reviewers and authors for their help. We hope that
this meeting establishes a tradition and Balkan Conferences of the
upcoming years surpasses this one.
